SAN FRANCISCO--Being desirous of allaying the dissension's of strife relating to commerce expected within our realm at the close of the year of 1999, I, Joshua Abraham Norton I, By the Grace of God Emperor of the United States and Protector of Mexico, do hereby dissolve and abolish the impending millennium and do proclaim the year following 1999 to be the year 1000. Pursuant to this declaration, I do also hereby decree the disfranchisement and imprisonment for the crime of conspiracy, for not less than five years, nor more than ten, of all persons committing acts leading to any violation of this our imperial decree.
